The fatality data is only one part of the calculation. Applicants must also use the population measure specified by USDOT—in FY2026 guidance, the 2020 U.S. Census population—and calculate the resulting rate per 100,000 people. Requirements can change between funding rounds, so applicants should always confirm the applicable SS4A Notice of Funding Opportunity and current USDOT instructions before submitting an application.
