The tiles Census Tract Data, 1940: Elizabeth Mullen Bogue File data tiles were transferred to the National Archives and Records Administration in EBCDIC, with variable block/length records. At the beginning of each record is a 4-character compressed blocksize/record length counter, which is retained in the EBCDIC version and preservation copy of the file. The documentation and record layout conforms to the preservation copy of the data. If the data is converted to ASCII for distribution, the 4-character compressed blocksize/record length counter is necessarily dropped. Users can only obtain copies of the files in ASCII, if output to CD-ROM, with record delimited records. Therefore, users of ASCII versions of the files should be aware that positions of individual data elements in the records will be 4 positions less than that indicated on the record layout.
Note however that the general record layout for these data in ASCII is as follows:
For the City/Metro Level records, the geographic identifiers (file/record title and # of tracts) appear in positions 1-66; each data element thereafter is 8 characters in length to the end of the record.
For the Tract Level records, the Tract ID Number appears in positions 1-13; each data element thereafter is 5 characters in length to the end of the record.
Note finally that the original documentation that accompanied the transfer of these data to
NARA is provided with the standard documentation package. If there is any question about the identification of a particular data element, researchers should consult the definitions in the original documentation.

Documentation for Census Tract Data, 1940: Elizabeth Mullen Bogue File
The data files known as the Census Tract Data, 1940: Elizabeth Mullen Bogue File, were deposited with the National Archives and Records Administration (NARA) by a deed of gift from Dr. Donald Bogue of The Community and Family Study Center, University of Chicago. The 1940 Census Tract files were originally created by keypunching the data from the printed publications prepared by the Bureau of the Census. Record copies of these publications can be found in the Publication of the U.S. Government (Record Group 287). The 1940 census tract data reported in those publications were manually keypunched by The Community and Family Study Center, under the direction of Dr. Bogue. Much of this work was accomplished by Elizabeth Mullen Bogue, the wife of the principal investigator, Ms. Maggie Gibson, and a number of other students and staff. Related funding for this project (for analysis and student training) came from a number of sources including the National Science Foundation, National Institute of Child Health and Human Development, U.S. Agency for International Development, and the Social Science Division of the University of Chicago.
One of Dr. Bogue's students, Dr. Michael White, obtained copies of the Census Tract Data files. Dr. White of the Population Studies and Training Center, Brown University, arranged for the transfer of these files to NARA on behalf of Dr. Bogue. The 1940 Census Tract Data came to NARA in November 1998, along with a copy of the original documentation.
The documentation indicates that the data were originally keypunched onto multiple punchcards for the city/metro area as a whole and for each tract. NARA received 59 files, one per available tracted city, with variable length records. There are two record types in each file; a ' city and metro level' record type with a record length of 2058 and a ' tract level record type with a record length of 1261. Dr. White confirmed that at some point in time the original 80 column records were concatenated into one long record per area. Note that the first eight bytes in each block/record is a binary block length/record counter. NARA prepared record layouts for each record type based on the original documentation and a review of the Census Tract publications for Austin, Texas. A copy of the Austin report is included as part of the technical documentation.
The first two records in each file are for the 'city and metro level data and the remainder of the records in the file contain 'tract level' data, arranged numerically by tract. Each file has two records at the beginning of each file; a 'metro level' record followed by a 'city level' record. When applicable, the 'metro level' record incorporates data tabulated for suburban tracts. In cities without suburban tracts, both a 'metro level' record and city level' record are included in the file, but the data are identical. The 'metro level' and 'city level' records are distinguished by the characters METR and CITY in columns 61-64 of the records.
Documentation for the 1940 Census Tract files consist of this introduction, a copy of the general description of 'Population and Housing-Statistics for Census Tracts' from a typical 1940 census tract publication, the original documentation for the keypunched files (38 cards per area), NARA produced record layouts for the 'city and metro level' and 'tract level' record types, and a NARA produced sample printout of records from the file for Atlantic City, New Jersey. The 'Population and Housing- Statistics for Census Tracts' description includes a list of the 60 tracted cities and indicates those that include surrounding suburban tracts as ' metro areas. Included as supplemental documentation are copies of the 1940 Census Tract publications for Augusta, Georgia, and Atlantic City, New Jersey, and a copy of the Census Tract Manual (3rd edition, January 1947). Again, record copies of these publications can be found in the Publications of the U.S. Government (Record Group 287), or in various depository libraries across the United States. Among NARA's cartographic holdings are the original enumeration district maps, which also identify the tract areas for the 60 tracted cities.

The Census Tract Data, 1940-1970: Elizabeth Mullen Bogue Files were transferred to NARA in EBCDIC format with variable length records. The record layouts for the 1940 files were produced based on the misunderstanding that at the beginning of each file was a 4-byte counter. This counter is actually an 8-byte, IBM-standard record length and blocksize counter. Therefore, the actual record layout should extend to 3306 bytes for the city/metro area records and 2041 bytes for the tract level records. Researchers using these files in EBCDIC format should be aware of this error and add 4-bytes to the beginning and ending position for each field in the EBCDIC record layout. Users requesting the files converted to ASCII, where the IBM-standard counters are replaced with ASCII 4-byte record counters, should be aware that the position of any field in the erroneous record layout will actually be correct.
The NARA prepared record layouts for 1950-1960 files account for an 8-byte record length/block size counter. However, the record layout assumes that the files are blocked one record per block. For some of the 1960 files, the files are blocked (as preserved) with five records per block. For the second and subsequent records in any block there is only a 4-byte counter at the start of each record, not an 8-byte counter. So the 1960 record layout is inaccurate in this way.

Population and Housing-Statistics for Census Tracts
Introduction-General
The Census Tract bulletins present basic population and housing statistics for each tracted area, 33 reported at the Sixteenth Decennial Census, taken as of April 1, 1940. The 60 tract cities for which bulletins are presented are listed on page 3. The population items include sex, age, race, nativity, citizenship, country of birth, highest grade of school completed, employment status, class of worker, and occupation. Among the housing subjects are occupancy status, tenure, value or monthly rent, typo of structure, state of repair and plumbing equipment, size of household, race of bend of household, persons per room, radio, refrigeration equipment and heating fuel by type of heating equipment. In this bulletin population characteristics are presented in tables 1 to 3 and housing statistics in tables 4 to 6. The accompanying map shows the principal boundary streets for each tract.

Dr. Walter Laidlaw, working with population statistics in New York City 40 years ago, became convinced that in order to study neighborhoods it was necessary to have population data for local areas smaller than boroughs or wards and to establish these areas so that they would remain unchanged from census to census. At his request the Census Bureau made tabulations of 1910 data by census tracts not only for New York, but also for the 7 other cities having a population of over 500,000. Tract data were tabulated for the same 8 cities in 1920, but this number was increased to 18 in 1930. The increase to 60 cities in 1940 is largely the result of active effort on the part of Clarence E. Batschelet, Geographer of the Bureau of the Census, to obtain the necessary local cooperation for the establishment of census tracts in all cities of 250,000 or more. Much credit is also due Howard Whipple Green, Chairman of the Committee on Census Enumeration Areas of the American Statistical Association, not only for the extension of the list of cities. but especially for increased local interest in census tract statistics and local use of them.

Definition of a census tract
Census tracts are small areas; having a population usually between 3,000 and 6,000, into which certain large cities (and sometimes their adjacent areas) have been subdivided for statistical and local administrative purposes, through cooperation with a local committee in each case. While this sub division into tracts has been more or less arbitrary, several principles have been followed in general in laying out the tracts for each city. The tract areas are established with a view to approximate uniformity in population, with some consideration of uniformity in size, and with due regard for natural barriers. Each tract is designed to include an area fairly homogeneous in population characteristics. In cities where the ward lines are infrequently changed, the tracts may form subdivisions of the wards, though they are usually laid out without regard to the ward boundaries. The tracts are intended to remain unchanged from census to census and thus to make possible studies of changes in social and economic characteristics of the population within small sections of the city.1

Suburban tracts
The tracted area of 35 cities is confined to the corporate limits of the cities; the tracted area for the remaining 25 cities extends into the suburbs. There are 9,169 tracts within the boundaries of the 60 central tract cities. In addition, in the areas surrounding the 26 cities there are 1,292 tracts. The majority of the suburban tracts are subdivisions or urban places.

Uses of census tract data
Tract data are perhaps most widely used by city departments, welfare organizations, commercial establishments, and agencies for social research. Current and long range planning by public and private organizations is facilitated in runny ways by the use of tract statistics. In the study of small neighborhoods within a city, tract figures provide a valuable source of factual material, especially when census data are supplemented by records collected by local agencies. Tract statistics are commonly used as bases for the computation of rates and of significant indexes of economic and social characteristics of the various sections of the city, Local data often used in this manner are records of births, deaths, contagious diseases, and juvenile delinquency, and current statistics on unemployment, relief, and housing conditions.

Other publications including data for census tracts
The total population of each tract is shown in the first series of Population bulletins for States. Limited tabulations of the housing data by city blocks are given in supplements to the first series of Housing bulletins and summarized by tracts for the tract cities. Three housing items not included in the present bulletin appear in these block summaries, namely, number of residential structures, dwelling units by year built, and owner occupied units by mortgage status. With these exceptions, this bulletin includes all of the population and housing figures that will be published for census tracts by the Bureau of the Census.

Available unpublished tract data
All of the items shown for larger areas in the second series of Population and Housing bulletins for States have been tabulated for data are not published in full detail. The unpublished statistics, however, can be made available, upon request, for the nominal cost of transcribing or reproducing them. Requests for such unpublished statistics, addressed to the Director of the Census, Washington, D. C., will receive a prompt reply which will include an estimate of the cost of preparing the data.

1Additional tracts will normally be formed when territory is annexed to a city, with perhaps some changes in the boundaries of the tracts adjacent to the annexation. Tracts in which there are very large increases in population may be subdivided into two or more smaller tracts, if occasion seems to demand it.

Definitions of Terms and Explanations
Brief definitions are explanations of the principal terms used in the tract tables are presented in the following paragraphs. More complete explanations of these terms may be found in the second series of Population bulletins for States and the first and second series of Housing bulletins for States.

Race, nativity and age
Three major race classifications are distinguished in this bulletin, namely, white, Negro, and other races. Persons of Mexican birth or ancestry who were not definitely Indian or of other nonwhite race were returned as white in 1940. In tables 3a and 6a statistics for the nonwhite (Negroes and other nonwhite races combined) are shown separately for tracts with 250 or more nonwhite persons. Occupation statistics for nonwhites are presented for Southern cities only. The white population is divided into two nativity groups, native and foreign born. A person born in the United States or in any of its territories or possessions is counted as native. The foreign-born white are presented by country of birth. The country of birth classification is based on political boundaries as of January 1, 1937, and therefore includes such countries as Austria; Czechoslovakia, and Poland.
The age classification is based on the age of the person at his last birthday before the date of the census, that is, the age of the person in completed years.

Highest grade of school completed
The 1940 census included a question on the last full grade that the person had completed in the regular school system-public, private, or parochial school, college, or university. The tabulation of last grade or year of school completed for census tracts is restricted to persons 25 years old and over, practically all of whom have completed their formal education. In the computation of median years of school completed, the first year of high school is uniformly represented by 9, although there are some areas with only 7 years of elementary school.

Employment status
On the basis of their employment status or activity during the week of March 24 to 30, 1940, all persons 14 years old and over were classified into two large groups: (a) Persons in the labor force, including those employed (at work or with a job, except on public emergency work), those on public emergency work, and those seeking work; and (b) persons not in the labor force, including those engaged in own home housework, those in school, those unable to work, inmates of institutions, other persons not in the labor force, and those whose employment status was not reported.
In the interpretation of the data for persons on public emergency work, allowance must be made for the misclassification in the census returns of some public emergency workers, as a result of which the number of such workers is considerably understated.

Occupation and class of worker
The statistics presented in this bulletin showing workers classified by major occupation groups and class of worker are limited to employed workers, that is, persons 14 years old and over who were actually at work or who had a job in the week of March 2.1 to 30, 1940.
The occupation statistics presented in this bulletin are in terms of 10 major groupings of the 451 specific occupation titles of the 1940 classification system used by the Bureau of the Census. It may be noted that the occupations Farmers (owners and tenants) and Farm managers are included in the major occupation group Proprietors, managers, and officials; and that the occupations Farm laborers (wage workers) and farm foremen and Farm laborers (unpaid family workers) are included in the major occupation group Laborers.

Dwelling unit
A dwelling unit is defined as the living quarters occupied by, or intended for occupancy by, one household. A dwelling unit may be a detached house; a tenement, flat, or apartment in a larger building (apartment house, apartment hotel, or section of a hotel devoted entirely to apartment rather than transient use); or a room in a structure used primarily for business or other nonresidential purposes. It may be a tourist cabin, trailer, railroad car, boat, etc., if occupied by person having no other place of residence.

Population per occupied dwelling unit
The number of occupied dwelling units in 1940 is, roughly comparable with the number of private families or homes show in census reports for 1930. Thus the population per occupied unit in 1940 may be compared with the population per private family in 1930 to indicate changes in family size. The 1930 data and corresponding items for 1940 are not comparable, however, in the few tracts where the resident population in institutions or other special types of dwelling places accounts for a large proportion of the total population of the area.

Occupancy and tenure
Dwelling units are classified by occupancy and tenure into four groups: Owner occupied; tenant-occupied; vacant, for sale or rent; and vacant, not for sale or rent. Dwelling units are classified as occupied if occupied at the time of enumeration by households enumerated at their usual place of residence. The relatively small group classified as vacant, not for sale or rent" includes dwelling Units that were neither occupied nor available for sale or rent at the time of enumeration because they were being held for absent households, and dwelling units that were occupied temporarily by nonresident households.

Value and monthly rent
The enumerator was instructed to report for each owner-occupied dwelling unit the estimated current market value of the home and, if nonfarm, its estimated monthly rental value; for each tenant-occupied unit, the monthly contract rent or, if no cash rent was paid, the estimated monthly rental value based on rents for similar dwelling units in the neighborhood; and far each vacant unit, the rent asked or the estimated rental value. The rental reported for a vacant seasonal dwelling unit represents the actual or estimated monthly amount charged for the unit during the portion of the year it is generally occupied. Average and median values and rents are presented for each census tract. The median value or rent may be defined as that value or rent which divides the whole number of dwelling units into two equal groups, one having values or rents higher than the median, and one having lower.

Gross rent
Gross monthly rent, computed for tenant-occupied nonfarm dwelling units only, represents the estimated rent of the dwelling unit without furniture plus the reported average monthly cost to the tenant of water, electricity, gas, and other fuel. Rent differentials which result from varying practices with respect to inclusion of heat, utilities, and furniture as a part of the contract rent, are therefore eliminated from the gross rent figures.

Type of structure
Dwelling units are classified into 11 groups, according to the type of structure in which they are located. A 1-family detached structure has open space on all four sides and contains only one dwelling unit. A 1-family attached structure has one or both sides built directly against an adjoining structure or structures. Each dwelling unit in a group of three or more row houses is a 1-family attached structure, but two attached dwelling units by themselves constitute a 2-family side-by-side structure.

State of repair and plumbing equipment
Instructions specified that dwelling units were to be classified as needing major repairs when repairs were needed on such parts of the structure as floors, roof, plaster, Walls, or foundations, the continued neglect of which would impair the soundness of the structure and create a hazard to its safety as a place of residence.

Size of household
All persons enumerated as members of the household (including lodgers, servants, and other unrelated persons having no other usual place of residence) are counted in determining the number of persons that occupy each dwelling unit. The statistics on size of household, as presented in this report, should be distinguished from the statistics on size of family as shown in the 1930 reports, since in the 1930 tabulation of families by size only related persons were included.

Persons per room
The number of persons per room, used as an index of crowding, is obtained by dividing the number of persons in the household by the number of rooms in the dwelling unit. This average was computed for each occupied dwelling unit.

Heating fuel by central heating
Steam or hot water systems, piped warm-air systems, and pipeless warm air furnaces are classified as central heating equipment.

Evaluation of data for smell areas
Users of data for the smaller areas (5,000 and under) should bear in mind that the data compiled for such areas represent the work of a very small number of enumerators (often only one or two). Consequently, the data for such areas are subject to a wider margin of error than is to be expected for larger areas. This qualification applies particularly to classifications involving complex definitions which require some judgment on the part of enumerators, such as the question on the need of major repairs. The misinterpretation by an enumerator of instructions pertaining to a particular item may cause a significant bias in the statistics for a very small community, even though it would have a negligible effect upon the figures for a large area.

Rents were reported to the nearest dollar; and in computing the medians the limits of the class intervals were assumed to stand at the mid-point of the one-dollar interval between the end of one of the rent groups and as shown in the table and the beginning of the next. For example, the limits of the interval designated, in round dollars, $10 to $14, were assumed to be $9.50 to $14.95.
