Violent Crime

Definition

In the FBI’s Uniform Crime Reporting (UCR) Program, violent crime is composed of four offenses: murder and nonnegligent manslaughter, rape, robbery and aggravated assault. Violent crimes are defined in the UCR Program as those offenses which involve force or threat of force.

Data collection

The data presented in Crime in the United States reflect the Hierarchy Rule, which requires that only the most serious offense in a multiple-offense criminal incident be counted. The descending order of UCR violent crimes are murder and nonnegligent manslaughter, rape, robbery and aggravated assault, followed by the property crimes of burglary, larceny-theft and motor vehicle theft. Although arson is also a property crime, the Hierarchy Rule does not apply to the offense of arson. In cases in which an arson occurs in conjunction with another violent or property crime, both the arson and the additional crime are reported.

Overview

In 2013, an estimated 1,163,146 violent crimes occurred nationwide, a decrease of 4.4 percent from the 2012 estimate.

When considering 5- and 10-year trends, the 2013 estimated violent crime total was 12.3 percent below the 2009 level and 14.5 percent below the 2004 level. (See Table 1 and 1A.)

There were an estimated 367.9 violent crimes per 100,000 inhabitants in 2013, a rate that declined 5.1 percent when compared with the 2012 estimated rate. (See Table 1 and 1A.)

Aggravated assaults accounted for 62.3 percent of violent crimes reported to law enforcement in 2013. Robbery offenses accounted for 29.7 percent of violent crime offenses; rape (legacy definition) accounted for 6.9 percent; and murder accounted for 1.2 percent. (Based on Table 1.)

Information collected regarding types of weapons used in violent crime showed that firearms were used in 69.0 percent of the nation’s murders, 40.0 percent of robberies and 21.6 percent of aggravated assaults. (Weapons data are not collected for rape.) (See Expanded Homicide Data Table 7, Robbery Table 3 and the Aggravated Assault Table.)

Murder

The FBI’s Uniform Crime Reporting (UCR) Program defines murder and nonnegligent manslaughter as the willful (nonnegligent) killing of one human being by another. The classification of this offense is based solely on police investigation as opposed to the determination of a court, medical examiner, coroner, jury, or other judicial body. The UCR Program does not include the following situations in this offense classification: deaths caused by negligence, suicide, or accident; justifiable homicides; and attempts to murder or assaults to murder, which are scored as aggravated assaults.

Data collection

Supplementary Homicide Data—The UCR Program’s supplementary homicide data provide information regarding the age, sex and race of the murder victim and the offender; the type of weapon used; the relationship of the victim to the offender; and the circumstance surrounding the incident. Law enforcement agencies are asked—but not required—to provide complete supplementary homicide data for each murder they report to the UCR Program. Information gleaned from these supplementary homicide data can be viewed in the Expanded Homicide Data section.

Justifiable homicide—Certain willful killings must be reported as justifiable or excusable. In the UCR Program, justifiable homicide is defined as and limited to:

The killing of a felon by a peace officer in the line of duty.

The killing of a felon, during the commission of a felony, by a private citizen.

Because these killings are determined through law enforcement investigation to be justifiable, they are tabulated separately from murder and nonnegligent manslaughter.

Overview

In 2013, the estimated number of murders in the nation was 14,196. This was a 4.4 percent decrease from the 2012 estimate, a 7.8 percent decrease from the 2009 figure and a 12.1 percent drop from the number in 2004..
There were 4.5 murders per 100,000 people. The murder rate fell 5.1 percent in 2013 compared with the 2012 rate. The murder rate was down from the rates in 2009 (10.5 percent) and 2004 (18.3 percent). (See Table 1 and 1A.)
Of the estimated number of murders in the United States, 43.8 percent were reported in the South, 21.4 percent were reported in the Midwest, 21.0 percent were reported in the West and 13.8 percent were reported in the Northeast. (See Table 3.)

Rape

In 2013, the FBI UCR Program initiated collection of rape data under a revised definition within the Summary Reporting System. Previously, offense data for forcible rape was collected under the legacy UCR definition: the carnal knowledge of a female forcibly and against her will. Beginning with the 2013 data year, the term “forcible” was removed from the offense title and the definition was changed. The revised UCR definition of rape is: Penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim. Attempts or assaults to commit rape are also included; however, statutory rape and incest are excluded. See Rape Addendum for details. All rape data submitted in 2013—whether collected under the revised definition or the legacy definition—are presented in this publication. However, because only one year of rape data has been collected under the revised definition, the overview presented here discusses only legacy definition rape data.

Data collection

The UCR Program counts one offense for each victim of a rape, attempted rape, or assault with intent to rape, regardless of the victim’s age. Sexual relations without the victim’s consent which involves a familial offender is counted as a rape and not an act of incest. All other crimes of a sexual nature are considered to be Part II offenses; as such, the UCR Program collects only arrest data for those crimes. The offense of statutory rape, in which no force is used but the female victim is under the age of consent, is included in the arrest total for the sex offenses category.
For this overview only, the FBI deviated from standard procedure and manually calculated the 2012 and 2013 rates of females raped based on the national female population provided by the U.S. Census Bureau.

Overview

There were an estimated 79,770 rapes (legacy definition) reported to law enforcement in 2013. This estimate was 6.3 percent lower than the 2012 estimate and 10.6 percent and 16.1 percent lower than the 2009 and 2004 estimates, respectively. (See Table 1 and 1A.)
The rate of rapes (legacy definition) in 2013 was estimated at 25.2 per 100,000 females.

Robbery

The FBI’s Uniform Crime Reporting (UCR) Program defines robbery as the taking or attempting to take anything of value from the care, custody, or control of a person or persons by force or threat of force or violence and/or by putting the victim in fear.

Overview

There were an estimated 345,031 robberies nationwide in 2013. The estimated number of robberies decreased 2.8 percent from the 2012 estimate and 15.6 percent from the 2009 estimate.

The estimated robbery rate of 109.1 per 100,000 inhabitants showed a decrease of 3.5 percent when compared to the 2012 rate. (See Table 1 and 1A.)

In 2013, the average dollar value of property stolen per reported robbery was $1,170. Robberies accounted for an estimated $404 million in losses. Banks experienced the highest average dollar loss at $3,542 per offense. (Based on Table 1 and Table 23.)

Among the robberies for which the UCR Program received weapon information in 2013, strong-arm tactics were used in 43.6 percent, firearms in 40.0 percent and knives or cutting instruments in 7.6 percent. Other dangerous weapons were used in 8.9 percent of robberies in 2013 (Based on Table 19.)

Aggravated Assault

The FBI’s Uniform Crime Reporting (UCR) Program defines aggravated assault as an unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury. The UCR Program further specifies that this type of assault is usually accompanied by the use of a weapon or by other means likely to produce death or great bodily harm. Attempted aggravated assault that involves the display of—or threat to use—a gun, knife, or other weapon is included in this crime category because serious personal injury would likely result if the assault were completed. When aggravated assault and larceny-theft occur together, the offense falls under the category of robbery.

Overview

In 2013, there were an estimated 724,149 aggravated assaults in the nation. The estimated number of aggravated assaults decreased 5 percent when compared with the 2012 estimate and 14.5 percent when compared with the 2004 estimate.
The estimated rate of aggravated assaults in 2013 was 229.1 per 100,000 inhabitants. A 10-year comparison of estimated data from both 2004 and 2013 showed that the rate of aggravated assaults dropped 20.6 percent. (See Table 1 and 1A.)
Of the aggravated assault offenses in 2013 for which law enforcement provided expanded data, 27.0 percent were committed with personal weapons, such as hands, fists, or feet. Firearms were used in 21.6 percent of aggravated assaults and knives or cutting instruments were used in 19.1 percent. Other weapons were used in 32.2 percent of aggravated assaults. Property Crime

Definition

In the FBI’s Uniform Crime Reporting (UCR) Program, property crime includes the offenses of burglary, larceny-theft, motor vehicle theft and arson. The object of the theft-type offenses is the taking of money or property, but there is no force or threat of force against the victims. The property crime category includes arson because the offense involves the destruction of property; however, arson victims may be subjected to force. Because of limited participation and varying collection procedures by local law enforcement agencies, only limited data are available for arson. Arson statistics are included in trend, clearance and arrest tables throughout Crime in the United States, but they are not included in any estimated volume data. The arson section in this report provides more information on that offense.

Data collection

The data presented in Crime in the United States reflect the Hierarchy Rule, which requires that only the most serious offense in a multiple-offense criminal incident be counted. In descending order of severity, the violent crimes are murder and nonnegligent manslaughter, rape, robbery and aggravated assault, followed by the property crimes of burglary, larceny-theft and motor vehicle theft. Although arson is also a property crime, the Hierarchy Rule does not apply to the offense of arson. In cases in which arson occurs in conjunction with another violent or property crime, both crimes are reported.

Overview

In 2013, there were an estimated 8,632,512 property crime offenses in the nation. The 2-year trend showed that property crime declined 4.1 percent in 2013 when compared to the 2012 estimate. The 10-year trend showed that property crime offenses decreased 16.3 percent in 2013 when compared with the 2004 estimate.
In 2013, the rate of property crime was estimated at 2,730.7 per 100,000 inhabitants, a 4.8 percent decrease when compared with the 2012 estimated rate. The 2013 property crime rate was 10.2 percent less than the 2009 estimate and 22.3 percent less than the 2004 estimate. (See Table 1 and 1A.)
Of all property crimes in 2013, larceny-theft accounted for 69.6 percent. Burglary accounted for 22.3 percent and motor vehicle theft for 8.1 percent. (Based on Table 1.)
Property crimes in 2013 resulted in losses estimated at $16.6 billion. (Based on Table 1 and Table 23.)

Burglary

The FBI’s Uniform Crime Reporting (UCR) Program defines burglary as the unlawful entry of a structure to commit a felony or theft. To classify an offense as a burglary, the use of force to gain entry need not have occurred. The UCR Program has three subclassifications for burglary: forcible entry, unlawful entry where no force is used and attempted forcible entry. The UCR definition of “structure” includes an apartment, barn, house trailer or houseboat when used as a permanent dwelling, office, railroad car (but not automobile), stable and vessel (i.e., ship).

Overview

In 2013, there were an estimated 1,928,465 burglaries, a decrease of 8.6 percent when compared with 2012 data.
The number of burglaries decreased 12.5 percent when compared with 2009 and was down 10.1 percent when compared with the 2004 estimate. (See Table 1 and 1A.)

The estimated number of burglaries accounted for 22.3 percent of the estimated number of property crimes. (Based on Table 1.)

By subcategory, 59.2 percent of burglaries involved forcible entry, 34.3 percent were unlawful entries and 6.4 percent were attempted forcible entry. (See Table 19.)

Victims of burglary offenses suffered an estimated $4.5 billion in property losses in 2013; overall, when the average value is applied to the estimated number of larceny-thefts. The average dollar loss per burglary offense was $2,322. (Based on Table 1 and Table 23.)

Larceny-theft

The FBI’s Uniform Crime Reporting (UCR) Program defines larceny-theft as the unlawful taking, carrying, leading, or riding away of property from the possession or constructive possession of another. Examples are thefts of bicycles, motor vehicle parts and accessories, shoplifting, pocket-picking, or the stealing of any property or article that is not taken by force and violence or by fraud. Attempted larcenies are included. Embezzlement, confidence games, forgery, check fraud, etc., are excluded.

Overview

In 2013, there were an estimated 6,004,453 larceny-thefts nationwide. The number of larceny-thefts declined 2.7 percent when compared with the 2012 estimate. The number decreased 5.3 percent when compared with the 2009 estimate and declined 13.4 percent when compared with the 2004 estimate.

The rate of estimated larceny-thefts in 2013 was 1,899.4 per 100,000 inhabitants. From 2012 to 2013, the rate of estimated larceny-thefts declined 3.4 percent and from 2004 to 2013, the rate decreased 19.6 percent. (See Table 1 and 1A.)

Larceny-thefts accounted for an estimated 69.6 percent of property crimes in 2013. (Based on Table 1.)

The average value of property taken during larceny-thefts was $1,259 per offense. When the average value is applied to the estimated number of larceny-thefts, the loss to victims nationally was an estimated $7.6 billion. (Based on Table 1 and Table 23.)

More than 23 percent (23.4) of larceny-thefts were thefts from motor vehicles. (See Table 23.)

Motor Vehicle Theft

In the FBI’s Uniform Crime Reporting (UCR) Program, motor vehicle theft is defined as the theft or attempted theft of a motor vehicle. In the UCR Program, a motor vehicle is a self-propelled vehicle that runs on land surfaces and not on rails. Examples of motor vehicles include sport utility vehicles, automobiles, trucks, buses, motorcycles, motor scooters, all-terrain vehicles and snowmobiles. Motor vehicle theft does not include farm equipment, bulldozers, airplanes, construction equipment, or water craft such as motorboats, sailboats, houseboats, or jet skis. The taking of a motor vehicle for temporary use by persons having lawful access is excluded from this definition.

Overview

There were an estimated 699,594 thefts of motor vehicles nationwide in 2013. The estimated rate of motor vehicle thefts was 221.3 per 100,000 inhabitants.

The estimated number of motor vehicle thefts decreased 3.3 percent in 2013 when compared with the 2012 estimates, dropped 12.1 percent when compared with the 2009 estimates and showed a decline of 43.5 percent when compared with the 2004 estimates. (See Table 1A.)

More than $4.1 billion was lost nationwide to motor vehicle thefts in 2013. The average dollar loss per stolen vehicle was $5,972. (Based on Table 1 and Table 23.)

In 2013, of all motor vehicles stolen, 73.9 percent were automobiles. (Based on Table 19.)

Arson

The FBI’s Uniform Crime Reporting (UCR) Program defines arson as any willful or malicious burning or attempting to burn, with or without intent to defraud, a dwelling house, public building, motor vehicle or aircraft, personal property of another, etc.

Data collection

Only the fires that investigation determined to have been willfully set are included in this arson data collection. Fires labeled as suspicious or of unknown origin are excluded from these data. Points to consider regarding arson statistics include:

This data collection does not include any estimates for arson because the degree of reporting arson offenses varies from agency to agency. Because of this disparity in reporting, arson offenses are excluded from Tables 1-7, all of which contain offense estimations. In addition, Metropolitan Statistical Area, state and national offense rates per 100,000 inhabitants (found in Tables 1, 2 and 4-6) do not include arson data.
Arson rates are calculated based upon data received from all law enforcement agencies that provide the UCR Program with data for 12 complete months and are presented in Arson Table 1.

The number of arsons reported by individual law enforcement agencies is available in Tables 8-11, arson trend data (indicating a year-to-year change) are in Tables 12-15 and arson clearance data (crimes solved) can be found in Arson Table 2 and Tables 25-28.

Overview

In 2013, 15,222 law enforcement agencies (providing from 1 to 12 months of arson data) reported 44,840 arsons. Of the participating agencies, 14,365 agencies provided expanded offense data regarding 38,795 arsons.
Nearly 46 percent (45.9) of all arson offenses involved structures (e.g., residential, storage, public, etc.). Mobile property was involved in 23.8 percent of arsons and other types of property (such as crops, timber, fences, etc.) accounted for 30.3 percent of reported arsons.
The average dollar loss per arson was $14,390.
Arsons of industrial/manufacturing structures resulted in the highest average dollar losses (an average of $126,606).
Arson offenses decreased 13.5 percent in 2013 when compared with arson data reported in 2012. (See Table 12.)
Nationwide, there were 16.1 arson offenses for every 100,000 inhabitants.
