Notes
Community resilience is the capacity of individuals and households within a community to absorb, endure, and recover from the impacts of a disaster. Although relevant for all types of disasters, the current Community Resilience Estimates use risk factors associated with COVID-19 to identify populations with risk levels that are low (0 risk factors), medium (1–2 risk factors) and high (3 or more risk factors). The following risk factors are used: age 65 and above; low-income household; single caregiver householder; household communication barrier; employment status; disability status; physical crowding; lack of health insurance; respiratory disease; heart disease; and diabetes. The Community Resilience Estimates are experimental estimates produced using information on individuals and households from the 2018 American Community Survey (ACS) and the Census Bureau's Population Estimates Program as well as publicly available health condition rates from the National Health Interview Survey (NHIS). The estimates contain error stemming from model error, sampling error, and nonsampling error. All estimates are approved for release by the Census Bureau's Disclosure Review Board (CBDRB-FY20-305).
